Terms and Conditions

These Terms and Conditions (the "Terms") govern your use of the Governance of Vital Sectors Forum website (the "Website") and your registration to attend its panel sessions and workshops. The forum is organised, and the Website operated, by Madinah Chamber of Commerce and Industry.

Please read them carefully before registering: they create obligations on both sides.

Definitions

In these Terms, the following words have the meanings set out below:

"the chamber" / "we"

Madinah Chamber of Commerce and Industry, the organiser of the forum and operator of the Website, of Madinah, Kingdom of Saudi Arabia.

"the forum"

Governance of Vital Sectors Forum, to be held on Monday 14 September 2026 at Madinah Chamber of Commerce — , Madinah, Kingdom of Saudi Arabia, together with its panel sessions, workshops and associated activities.

"the Website"

This website and all of its pages and services, including the session and workshop pages, the registration form and the attendee area.

"user" / "you"

Anyone who visits or uses the Website, creates an account on it, or submits a registration request.

"registrant"

A user who has submitted a registration request, whether confirmed or still being processed.

"account"

The account created for you on registration, which you manage with your email address and the password you choose.

"the PDPL"

The Personal Data Protection Law issued by Royal Decree No. (M/19) dated 9/2/1443H, as amended, together with its Implementing Regulations and related rules.

Acceptance and scope

By using the Website, creating an account or submitting a registration you confirm that you have read, understood and accepted these Terms. If you do not accept them, you must not use the Website or register.

These Terms are read together with the Privacy Policy; together they form the agreement between you and the chamber concerning the Website and your registration.

Accepting these Terms is not the same as consenting to the processing of your personal data. That consent is given separately and deliberately in the registration form, and you may withdraw it at any time as set out in the Privacy Policy.

Eligibility

• Registrants must be at least 18 years old. A younger attendee may only be registered by a parent or legal guardian, on that guardian's responsibility.
• You undertake that the details you enter are true, complete and current, and that you will update them if they change. Incorrect details may lead to your registration being refused or entry to the venue being declined.
• Each email address may hold only one account. You may not register in someone else's name, or claim a role or organisation you are not entitled to represent.
• Only Saudi mobile numbers are accepted at registration, as this is the forum's operational contact channel.

Your account and credentials

• You are responsible for keeping your password confidential and for everything done through your account.
• Do not share your credentials with anyone, and do not reuse your password on other sites.
• If you suspect unauthorised access, change your password immediately and tell us at the address at the end of this page.
• The account is locked temporarily after a number of failed sign-in attempts. This is a protective measure, not a penalty.
• The chamber may suspend or close an account, and cancel the registration attached to it, where these Terms are breached or the account is used unlawfully. We will tell you when we do, unless a law or a live investigation prevents it.

Registration, seats and the waiting list

• Attendance is free and no fee is payable. Anyone asking for money to attend or to reserve a seat does not represent the chamber.
• A registration is a request to attend. It is accepted only once you receive a confirmation message, or your attendee area shows it as confirmed.
• Panel sessions are open to every registrant. Workshops have limited seats allocated in order of registration; requests beyond capacity join a waiting list and are contacted if a seat frees up.
• A place on the waiting list gives no right to a seat and puts the chamber under no obligation to provide one.
• A seat is personal and may not be transferred, sold or assigned.
• You may be asked to show identification or proof of registration at the door. The chamber is not obliged to admit anyone who cannot show they are the registrant.
• Unclaimed seats may be reallocated once a session or workshop begins, out of fairness to those waiting.

Changing or withdrawing your registration

• While registration is open you can change your session and workshop selections, or withdraw, yourself from the attendee area.
• Re-submitting your selections replaces the previous ones rather than adding to them.
• On withdrawal your registration is marked "cancelled" and the record is retained for audit and statutory purposes. That is separate from your right to request erasure of your personal data, which the Privacy Policy explains.
• If registration has closed, write to the forum team to amend your details or withdraw.
• Please tell us as early as you can if you cannot attend, so that your seat can go to someone else.

Changes, postponement or cancellation of the forum

Where organisationally necessary, the chamber may change the agenda, the speakers, session times, the venue or the format of attendance, and may postpone or cancel the forum in whole or in part.

Registrants are told through the Website or at their registered email address, as soon as reasonably practicable.

As attendance is free, no compensation or financial liability arises for the chamber from any change, postponement or cancellation — including travel, accommodation or time costs, which a user incurs at their own initiative and risk.

Conduct at the venue

• Comply with the laws of the Kingdom of Saudi Arabia, the organisers' instructions, and the venue's rules and safety and security requirements.
• Treat speakers, attendees and staff with respect, and do not disrupt sessions or workshops.
• Do not distribute promotional or commercial material, or carry out any promotional activity at the venue, without the chamber's prior written permission.
• Do not bring in anything prohibited by law or by the venue's rules.
• The chamber may refuse entry to, or remove, anyone who breaches these rules or threatens or abuses others, without prejudice to any legal action.

Photography and media coverage

The forum is photographed and filmed for documentation and media coverage, and for publication on the chamber's official channels and in the press.

By attending, you may appear in general views of the hall and audience. If you would rather not, tell the registration desk on arrival or write to us: we will take reasonable care to respect that, while noting that excluding one person from a wide general shot is not always possible.

Individual interviews and photography directed at a particular person are only carried out with that person's agreement. Images and footage that identify a person are handled as personal data under the Privacy Policy.

Attendees may not record or film sessions for commercial purposes, or publish material in a way that attributes it to the chamber or implies its endorsement, without prior written permission.

Intellectual property

All Website content — text, images, logos, the forum's visual identity, designs, databases and software — belongs to the chamber or is licensed to it, and is protected by the Copyright Law issued by Royal Decree No. (M/41) dated 2/7/1424H and related legislation.

• You may not copy, republish, modify, distribute or commercially exploit this content without the chamber's prior written consent.
• Limited quotation for news, educational or research purposes is permitted, provided the source is clearly credited and the meaning is not distorted.
• Speakers' materials, papers and presentations remain theirs; only what the chamber and the rights holders permit is made available.
• The chamber's logo and the forum identity may not be used or imitated in a way that suggests sponsorship, affiliation or partnership that does not exist.

Prohibited use

You must not do, attempt or enable any of the following:

• Gaining unauthorised access to the Website, to another user's account, or to any connected system or database.
• Probing, scanning or circumventing the Website's security measures without the chamber's prior written authorisation.
• Using automated tools to create accounts or submit registrations, to scrape content or data, or to overload or disrupt the Website.
• Entering false or impersonated details, or using an email address or mobile number that is not yours.
• Submitting anything unlawful or indecent, or anything defamatory, inciting, or infringing the rights of others.
• Uploading or sending harmful files or malware, or using any upload feature for a purpose other than its intended one.
• Using the Website or registrant data for any marketing or commercial activity the chamber has not authorised.

Some of these acts may constitute an offence under the Anti-Cyber Crime Law issued by Royal Decree No. (M/17) dated 8/3/1428H. The chamber reserves the right to block access, report the matter to the competent authorities, and claim compensation for any loss it suffers.

What you send us

• You confirm that what you enter or send us — an organisation name, a note, a message — breaks no law and infringes nobody's rights.
• You grant the chamber a non-exclusive right to use that material solely for the purpose it was sent for: organising the forum and contacting you.
• Do not send us sensitive personal data, or data about other people without their knowledge and consent.

Third-party services and sites

The Website may link to third parties such as a mapping service or the sites of partners and sponsors. Those links are a convenience only. The chamber does not control those sites and is not responsible for their content, practices or privacy policies; their own terms apply when you visit them.

Availability and disclaimers

• The chamber takes reasonable care to keep the Website available and its information accurate, but it is provided "as is" and "as available".
• The chamber does not warrant uninterrupted or error-free operation; the Website may be taken down temporarily for maintenance, updates, security or reasons beyond its control.
• Information about the agenda, speakers and timings is indicative and subject to update; what the Website shows at any given time is what applies.

Limitation of liability

• To the extent permitted by the laws of the Kingdom, the chamber is not liable for indirect or consequential loss, or for lost opportunity, profit or data, arising from use of, or inability to use, the Website.
• Nor is it liable for loss arising from your breach of these Terms, from your disclosing your credentials, from your use of an insecure device or network, or from the acts of third parties.
• Nothing in this clause excludes or limits liability that may not lawfully be excluded or limited.

Force majeure

The chamber is not liable for delay or failure to perform caused by events beyond its reasonable control and which it could not foresee or prevent — including government orders and decisions, public-health circumstances, natural disasters, loss of telecommunications or power, cyber attacks, and service-provider outages.

Privacy and data protection

Your personal data is collected and processed in accordance with the PDPL and its Implementing Regulations, as detailed in the Privacy Policy, which forms an integral part of these Terms.

Notices

• Notices about your registration and the forum are sent to your registered email address and are treated as delivered when sent to it.
• So keep that address current and monitored, and check your junk folder: not reading a message does not mean it was not given.
• Your notices to the chamber should go to the address at the end of this page.

Amendments to these terms

The chamber may amend these Terms when needed. Amendments are published on this page with an updated "last updated" date and take effect from publication. Registrants are told of material changes by email. Continuing to use the Website after publication is acceptance; if you do not accept an amendment, stop using the Website and tell us to cancel your registration.

Governing law and disputes

These Terms are governed by, and construed in accordance with, the laws of the Kingdom of Saudi Arabia.

The chamber and the user will seek to settle any dispute arising from these Terms amicably within thirty days of it being notified. Failing that, the dispute goes to the competent judicial authority in the Kingdom of Saudi Arabia.

General provisions

• If any clause is held invalid or unenforceable, the remaining clauses stay in force.
• The chamber's failure or delay in exercising a right is not a waiver of it.
• You may not assign your rights or obligations under these Terms to anyone else.
• These Terms were drafted in Arabic and translated into English for convenience. In the event of any discrepancy, the Arabic text prevails.
